1. Eligible/ineligible product

1.1 Eligible

According to the list of Harmonized System (HS) codes available on Türkiye's health certificate. It is the responsibility of the exporter to ensure that the product being exported will be covered by the certificates issued by the Canadian Food Inspection Agency (CFIA).

Examples of dairy products that have already been exported to Türkiye (TR):

  • cheese (processed cheese, fresh cheese)
  • butter and other fats and oils derived from milk
  • evaporated milk
  • skim milk powder
  • whole milk powder
  • whey products
  • products consisting of natural milk constituents
  • others (for example: lactose and lactose syrup, milk albumin, and buttermilk products)

1.2 Ineligible

No information is known regarding ineligible products.

2. Pre-export approvals by the competent authority of the importing country

2.1 Country

Canada is authorized to export dairy products.

2.2 Establishments

The manufacturing of dairy products must be under the official oversight of the Canadian Food Inspection Agency (CFIA) and be licensed under the Safe Food for Canadian Regulations (SFCR).

This country has adopted the requirements of the European Union. See the European Union for further dairy export requirements. However, note that as of January 1, 2026, Türkiye will require that certain dairy products (see the table below), depending on their associated Harmonized System (HS) code, to originate from an establishment approved by the Ministry of Agriculture and Forestry (MinAF).

The approved establishment system of the Republic of Türkiye, called TROIS (in Turkish only), contains the list of countries and establishments authorized to export to this country.

The Turkish authorities have established 2 distinct procedures:

For establishments registered in TRACES: CFIA recommends prioritizing this option. Approval is based on the evaluation of submitted documents. The Annex-3 Establishment-Related Checklist(accessible only on the Government of Canada network – RDIMS 23517468) must be completed. After MinAF verifies the documents and information provided, the establishment already registered in the TRACES system will be added directly to the TROIS system, if deemed appropriate.

For establishments not registered in TRACES: Approval is based on the evaluation of submitted documents as well as an on-site inspection carried out by MinAF. The Annex-5 Establishment-Related Preliminary Information Form and Checklist (accessible only on the Government of Canada network – RDIMS 2339841) must be completed. This option is more burdensome for the industry, and the establishment will be listed on a specific list maintained by the Turkish authorities.

Depending on the option chosen, the corresponding annex can be obtained by contacting your local CFIA office. Once completed in English (as required by Türkiye), it must be submitted to your local office for review and signature. The inspector will then forward the complete set of documents to the Food Import and Export Division (FIED), in accordance with the Operational procedure: Procedure for maintaining food export eligibility lists. FIED will be responsible for forwarding the documents to MinAF.

CFIA is responsible for maintaining the lists of establishments and informing Turkish authorities of any changes. However, the manufacturer also has the obligation to inform CFIA if changes are made to, for example, any of the following:

  • establishment approval number (establishment identification number)
  • establishment name
  • address

Note: given that further updates regarding this issue may arise, it is strongly recommended that the exporter work with their importer to ensure, in advance, that the establishment manufacturing the dairy products listed in the table below complies with Türkiye's new requirements before submitting any request for a sanitary certificate.

2.3 Products

2.4 Import permit

No information is known regarding the requirement for an import permit.

3. Product specifications

This country has adopted the requirements of the European Union. See European Union for further dairy export requirements.

4. Production controls and inspection requirements

The manufacturer must be aware of the standards and requirements of the importing country. An export control plan (ECP) must be in place to demonstrate that your products meet the requirements of the importing country.

Prior to issuing the health certificate, the inspector must verify that the establishment is listed in TROIS (in Turkish only). The exporter must also include, in the manufacturer's declaration, a statement confirming that the establishment is registered in TROIS.

This country has adopted the requirements of the European Union. See European Union for further dairy export requirements. It should be noted that certain regulations on the certificate are no longer in force. However, Türkiye has decided to retain them.

Certification requirements

The health certificate CFIA/ACIA FA1006 contains animal health and public health requirements.

5. Labelling, packaging, and marking requirements

Although this country has adopted European Union (EU) requirements, Türkiye applies the Turkish Food Codex Regulation on Food Labeling and Provision of Information to Consumers and The Turkish Food Codex Regulation on Nutrition and Health Claims. These regulations were developed in accordance with European regulations.

The exporter must work closely with the importer to ensure that their products comply with the labeling, packaging and marking requirements of the importing country.

6. Documentation requirements

Canada does not have negotiated bilateral certificate with Türkiye. This country has adopted EU requirements, and the certificate issued for dairy products has been developed accordingly. Request for any additional statements must be confirmed by CFIA's Food Import Export Division (FIED).

Certificate

Veterinary health certificate for dairy products derived from milk of cows, ewes, goats and buffaloes for human consumption intended for exportation to the Republic of Türkiye (CFIA/ACIA FA1006)

Note

  • The health certificate is signed by the CFIA official veterinarian
  • The colour of the signature must be different from that of the printing
  • Each page of the certificate shall bear a signature and CFIA official stamp
  • The health certificate is written in 3 languages: Turkish, English and French
  • The health certificate covers the following animal species: Bos taurus, Ovis aries, Capra aries and Bubalus bubalis
  • Halal certification may be required. The importer and exporter are responsible for providing the required halal certification for exported dairy products. The CFIA is not involved in the halal certification
  • Export certificates cannot be issued for products that have left Canada

7. Other information

Exported products transiting through a country may require transit documentation. It is the responsibility of the exporter to ensure that the shipment will be accompanied by all necessary certificates. Work closely with your importer.

Samples (personal or commercial) of dairy products may be subject to the same requirements as a regular shipment. It is strongly recommended that the exporter verify these requirements with their importer and/or at the border inspection post where the products will be shipped.

Moreover, depending on the mode of transport, Türkiye may impose a specific validity period for the certificate issued by CFIA.
