Notice to industry – Consultations on changes to the Susceptible species of aquatic animals list

September 19, 2025

Import controls, based on sound science, are important to prevent the introduction into and spread of disease within Canada. As part of ongoing efforts to modernize regulations and reduce red tape, the Canadian Food Inspection Agency (CFIA) is proposing the modification of the Susceptible species of aquatic animals list. The amendment will allow the CFIA to ensure that species listed in the Health of Animals Regulations as requiring a permit for import into Canada are consistent with the species listed in the international standards.

CFIA is seeking feedback from all stakeholders on the proposed changes. The details of the proposal and how to provide feedback can be found on the consultation page.

The list will be reviewed annually in accordance with changes to the listing in the World Organisation for Animal Health (WOAH) Aquatic Animal Health Code and based on the latest science. Any changes will be completed in compliance with the CFIA Incorporation by Reference Policy.

Import requirements

All aquatic animals listed as susceptible species:

  • need a valid CFIA import permit and
  • must comply with Canadian import requirements to be eligible for entry into Canada

Import permits contain requirements that apply to the importer in Canada as well as the disease-related requirements that must be undertaken in the exporting country.
